The Corporation shall be governed by a Board of Directors composed of persons elected/or appointed by member municipalities.

Municipal Councils shall nominate directors from persons residing in the respective municipal areas as follows:

All directors will be elected/appointed for a two-year term, renewable to a maximum of three consecutive terms. In the year of a municipal election the directors can be changed at the decision of the municipal council.

To maximized participation at the Board, municipalities may appoint an alternate who may attend in place of the regular member and shall have all the duties and responsibilities as if he/she were the regular board member.
